CEEDAR High-Leverage Practices (HLPs)

The CEEDAR High-Leverage Practices (HLPs) are a framework of evidence-based teaching practices developed through a partnership between the CEEDAR Center (Collaboration for Effective Educator Development, Accountability, and Reform) and the Council for Exceptional Children (CEC) to identify the most essential practices that educators should master to support for all students, particularly those with disabilities.

The 22 HLPs are organized into four domains: Collaboration, Data-Driven Planning, Instruction in Behavior and Academics, and Intensify and Intervene as Needed. Together, these practices provide a foundation for effective teaching that can be applied across educational settings and student populations.

For colleges of education, the HLPs offer a common framework for preparing teacher candidates to enter the profession with research-based instructional, assessment, collaboration, and intervention skills. Embedding HLPs into educator preparation programs helps ensure that future teachers are equipped to support diverse learners, implement evidence-based practices, and improve student outcomes. The HLPs also create greater alignment between coursework, clinical experiences, program assessment, and professional expectations in PK-12 schools, strengthening the overall quality and consistency of teacher preparation.
