EdPolicyForward: the Center for Education Policy at George Mason University will hold its second research workshop of the Fall 2025 semester with Dr. Meredith Billings. Dr. Billings is an Assistant Professor in the Department of Higher Education, Adult Learning, and Organizational Studies at The University of Texas at Arlington. Her overall research agenda focuses on financial and informational barriers to college for low-income, first-generation, and racially minoritized students and how the relationship between the state government and public higher education shapes finance and governance outcomes. The title of Dr. Billings talk is A Tale of Two States: How are Higher Education Budget Requests Justified to State Legislatures?
